Quarantine Files

That depends on whether they are truly malicious or not. If there is no question on that, dump the quarantine.

Quarantines exist because of the possibility of a False Positive which means a legitimate file is accused of being malicious. In this case if the file is legitimate the quarantine allows the restoration of the file after the False Positive has been corrected.

A good rule of thumb is to delete a quarantine after two weeks or so. By then you would know if there was a case of a False Positive or not.

Well that is really up to you.... The common practice is to leave them in there for a few days to make sure they were not false positives, just in case you have to restore them later. The stuff in there can not hurt your computer so there is no harm in leaving them there.
