IP address location has changed.

I really don't know how to fix this, doesn't even know if its a virus or malware or something. My IP address location has changed from the original place which is Makati, Philippines to a place somewhere in America. It is not like this on the past, when I check my speed at speedtest.net, it is always in the Philippines. Because of this, I cannot play anymore online games which is based in the Philippines. The game I am playing is now region blocked. I already scan my computer with Malwarebytes, Avast and some other tool and found nothing. I also already reset my router and reformatted my PC. I also tried this computer on a network in an internet cafe where the ISP is the same as mine and it seems this problem is specific to my computer, other computers on the network are fine. I don't think this is a problem in my router or ISP. MY IP address and DNS server are in auto obtain settings. This is also not a DNS changer virus because I already checked it. One problem also is that I cannot access my router homepage by typing the default gateway from the ipconfig in command prompt. Please help. Thanks in advance.

I think the best thing to do first is make sure there is no infection going on, such as a rootkit. Lets have one of the experts take a look at your logs and then we can go from there.....
