No applications/browsers will load

Hello everyone and thanks in advance for your help.

About 15 minutes after booting up a system, the system will stop loading common programs (e.g. Acrobat, Chrome, IE, Task Manager, and Command Prompt). There are some proprietary applications on this PC that function as expected. If the program was open previous to this time, the program will continue to function normally.

If I open Task Manager previous to this issue arising, I can see the applications opening into the processes tab of task manager, but the GUI never opens.

The system originally had Symantec Endpoint Protection 12.0, but LiveUpdate was having errors and could not update completely. I removed this, and installed Microsoft Security Essentials. This made the computer Blue Screen unless I booted into Safe Mode. MSE has prevention from uninstalling it when in Safe Mode, so I performed a system restore. Now the PC has AVG and is not having any reboot issues and AVG can upgrade. However, AVG finds no infection.

If I open a browser and any tabs before this time, they function normally for as long as the PC is on. However, I cannot open new tabs. They never load the sites I browse to (Chrome)

I also cannot shut down.

Please advise.
