Is this any part of the malwarebytes program i installed it and my systems warn me of thie action should i allow this ? anyone ever see this request i keep saying no and am tempted to un-install MB to be sure but i thought i would post here if anyone can tell me .. thanks

Yes, you should allow it. That's a temporary copy of one of Malwarebytes Anti-Malware's files attempting to register itself. It's most likely one of our drivers (probably mbam.sys). This occurs during setup, particularly when performing an upgrade from one version to another.
