North Yorkshire Police fake message

Hi, I'm new to this site and unsure if I'm even in the right place. This morning our pc suddenly locked and displayed a message claiming to come from N Yorks police requesting payment of a fine to release the pc. Malware bytes popped up and asked if we wanted to quarantine the item so we said yes. However, we still can't access anything on the computer. We're unable to run Malware bytes innormal mode as we are not given sufficient time to click on the icon before the 'police' message occupies the screen. We can't even access safe mode as we get a message telling us that there was a windows problem and that we should re=start if this is the first time we have experienced this message. Annoyingly it then suggests that we remove any malware - exactly what I want to do. Can anyone offer any suggestions. Thanks
