internet explorer cannot find active desktop html and weird folder baron left side of desktop

I am running Windows XP Home Edition Service Pack 3 Build 2600 Internet Explorer 8 2.00 GB Memory X86-based PC.

I am having a couple of issues with my desktop. First when I go to my computer or other areas I get this message C:\Documents and Settings\Victor\Desktop is not accessible. Access is denied. Also I have a task bar in white on the left side of my desktop that has Folder Options Other Places and Details and cannot get rid of it. Last I wanted to ad a gif file to my Desktop doing the following right click desktop, click properties, desktop, customize desktop, web, new, browse, added gif, ok, ok and ok. I get this error Internet Explorer cannot find the active desktop html file. This file is needed for your active desktop. To turn off active desktop, click ok. I made sure lock desktop items was unchecked under Web in Desktop items.I have Malwarebytes PC Tools Registry Mechanic Glary Utilities and Panda Antivirus but nothing fixed my problem. Help would be appreciated

Hi -

First start by removing these programs PC Tools Registry Mechanic Glary Utilities, They will cause more problems and are generally useless.

When you run PC Tools Registry Mechanic it will show many problems and can remove / alter needed items -

If I remove them what replacements would you recommend in there place.

I was able to get the html situation resolved but the desktop is inaccessible is still an issue. I read about the following:

He may have a corrupted account.

Logon in safe mode, use the adminstrator account not his.

Create a new account, logon with that one in normal mode.

If the access problems in that account are gone, just copy all of the data files from his original account to the new one and delete the old account.

(not sure how to copy all info do I just right click the old account hit copy and past it to the new account?)
