IP address blocked F/P?

my Malware is blocking two IP address everytime I log in into my hotmail account.

they are :

173.245.60.131 (outgoing)

173.245.60.49 (outgoing)

the address direct me into a "Direct IP Access Not Allowed" message saying it's part of the cloudflare network.

My hotmail account opens fine, but the blocking message keeps popping up until couple minutes after I log out the hotmail.

I recently just re-installed my system because of a serious redirect virus problem, and the malware was blocking a lot of outgoing IP address.

I am very worried if this is a false possitive or indicates I am infected again ??

I mean, when I had the redirect virus, my malware was blocking a lot of outgoing IP address. but once I re-installed my system, everything seemed to be fine and no more blocked outgoing or incoming IP address anymore for about two month....untill these two popped up...
