At a loss how to remove this one. Like most viruses of its type, it disables all browser programs, anti-virus software, all exe files of any type as far as I can tell. On top of that, it starts in safe mode, so I can't even temporarily deal with it by running in safe mode and using msconfig to keep it from auto-startup the next time I boot.

This means I currently have no way of getting online with that computer (using an iPad now), which means I can't download malwarebytes or anything that might help even quarantine this thing, let alone remove it. I thought about downloading it on a friend's computer and transferring it with a zip drive, but it still seems if this thing is able to run even in safe mode, I don't see how I'm going to be able to install any kind of real AV software.

Any ideas short of reformatting everything?

You can try running exeHelper as described here to see if that resolves the issues. There are other tutorials in that section that may be helpful as well. If you are unable to fully remove the infection on your own that way then please do the following:

Please read and follow the directions here, skipping any steps you are unable to complete. Then create a NEW topic here.

One of the expert helpers there will give you one on one assistance when one becomes available.
