I did a reformat and reinstalled Windows and then installed MBAM and since then i get constant MBAM notifications than an IP address has been blocked. I scanned the system using MBAM and Avast and found no infections or whatsoever. Am I safe or are these IPs false positives?

A reformat does not change the Master Boot Record where some infections operate from. You would need to delete the partition and create a new one to bypass the infection or use tools to clean it up. Please follow the directions below and someone will assist you as soon as they can.
