What do you mean by Bootable CD?

Hello All, I need some help and advice to help my parents with there Laptop. I have spoken to an Internet person about there Internet connection problem and he reckons that they have Malware. The problem they now have is that they cannot use or connect to the Internet so they cannot download any of these programs from the Internet to get rid of Malware. Can you please help and advise as to how we can now go about getting rid of Malware from there computer Many Thanks in Advance
