Hiya Peter, To be honest I do not believe reinstalling windows would make any difference, the connection blocks are inbound, sporadic and speculative. Usually with this kind of issue I would advise resetting your router and dns settings, that normally fixes the problem. However, in your case your internet is a totally different distribution type, no router, no modem, just a direct cable. I would definitely contact your ISP, tell them the problem and see what they advise. Thanks, Kevin..
