Malwarebytes wasn’t the problem. Sorry for posting it here. This was a Windows issue which got fixed by reinstalling Windows. Please mark it closed.

Within the last two weeks, not sure the exact date, my Windows 10 computer has ceased being able to enter Settings. If you ask for Settings on the start menu or elsewhere, it comes up briefly and then disappears. I am only asking about Malwarebytes because it is the most recent item to be updated other than Windows in the past few weeks.
