Hi, I've had the .exe in the enclosed .zip downloaded to my machine for nearly a year and a half. Last night in a routine scan it was flagged. I don't believe the file has been changed or manipulated, but given the nature of the tool to (deliberately) generate faked SSL certificates I'm not entirely surprised if it has been pulled out as a potential risk by heuristics.
I couldn't easily find a checksum for the utility from Telerik's site, but I did find hits against the file's MD5 hash online that suggests up until 6 weeks ago, this file (with that hash) was not considered malware.
I don't need to have it on my machine currently so I'm going to remove it anyway for now after this posting.
