This domains is in the database of blocked sites categorised as "ATS - Ad/tracking servers" (along with api.taplytics.com and just taplytics.com). When trying to access my internet banking for UK bank TSB using my phone, it refuses to connect unless it can access ping.taplytics.com - it later attempts to access api.taplytics.com but the app does work with this still blocked. Looking at the website, it does seem to be some sort of content delivery company, but not specifically marketing / advertising. In this instance at least, blocking ping.taplytics.com completely breaks the mobile banking app, which is very inconvenient!
