i have this toxic neighbor who's been stealing my wifi data. my internet is stable and good when were using it and sometimes out of the blue my internet gets slowed and the download rate goes downward and sometimes were losing connection unable to connect and when i play games my latency starts to go higher till my network is unstable they throttle whenever they want to and they also do something that interferes on my network that unables me to do research how do i remove this thing they put on my pc any is there a chance to remove it or go format and reset everything
