i forgot to mention that this is on a windows XP machine. the subsystem to support the image type is not present

I need help removing this virus. I believe it is the FBI warning virus. Upon startup, a window covers the entire screen with a white background. It says please connect to the internet. I have not connected to the internet as directed by the screen blocking everything out. Safe mode starts, then boots into windows without asking. Can't get anywhere from there.

what can i do?

as long as i don't plug in my internet cable, they don't reinstall the files deleted with malware bytes anti-malware, any help?
