I am using the SlimJet Browser and suspect it is AdChoices as he suggests. (It was an Ad on a News website I was reading.) So, I cleared the sites in question from my adblocker exceptions and the issue has cleared up. Also did a Malwarebytes Scan and a Vipre Scan to make sure.
I think I'm good. Thank you for the reply.
