I've tried restoring my system to a few different restore points, but they all end up failing.

After accidentally quarentining what appeared to be thousands of files I am unable to boot my PC, even in safe mode. I can't access an error log - in fact, the only thing I can load is startup repair, which now runs itself in a loop. Sorry about the lack of any further insight, I really have no idea what's happening.

I think something similar has happened to my PC. I can't even boot into safe mode. I've no idea how to restore the quarantined files, any help would be greatly appreciated.
