Yes, twice, I am accessing the command prompt via the recovery console (shift f8) and running the file from a USB drive

I have run runthis.bat from the command prompt which is about all the access I have and it seems when running fix tool.exe it has the following line: "The subsystem needed to support the image type is not present" Any suggestions?

I cannot get my win8 64bit pc into safe mode however I can get to the command prompt. Can I run the repair file from the command prompt?
