[Infected by PCEU ransomeware, please advise]

Hi my laptop has been infected by the PCEU ransomeware.

I am completely locked out, I cannot access anything through safe mode or safe mode with networking, I have been told I can install malware bytes via a memory stick, but have no idea how I can do this.

Can anyone please advise.
