[Entire TLD blacklisting]

How do I turn off the blacklisting on entire TLDs like .info? I'd rather blacklist actual abusive domains rather than entire TLDs, affecting millions of genuine domains.

[78.41.203.23]

Anybody running malware bytes is unable to connect on a server located at 78.41.203.23 and sending a ping results in "General failure".

Why is it blacklisted, when will this blacklisting expire and why wasn't the abuse contact for this network contacted regarding this blacklisting?
