No it does not. It runs about that even at Idle with nothing going on.
Form experience with clients with such computers with the same processor, I can only suggest another computer. In reality good does not equal cheap.
I have found with these E-2 processors, even ram and SSD upgrades did not do much improvement. I found out the hard way when I had done the upgrades and the client still complained about speed. I refuse to do them now with those computers. I just explain, I can max out everything and the money spent $200 in just parts, would serve one better on another computer.
If I had to do something, it would be getting an SSD and a clean install of Windows.
If you follow through with instructions I posted, it should help performance some but do not expect miracles.
